About the Team

HAQQ is building the AI Operating System for the legal industry. We are a regional, high-growth startup on a mission to redefine how legal professionals work by giving them a secure, high-performance platform that handles everything from practice management to complex legal intelligence. As we prepare for Series A and rapid headcount growth, the People function becomes mission-critical. We need a leader who can build the systems, rituals, and culture that let exceptional talent do the best work of their careers.

About the Role

As Head of People at HAQQ, you will own the full employee lifecycle: talent acquisition, onboarding, performance management, compensation, learning, and culture. You will partner directly with the founders to design the organization as we scale across engineering, product, design, sales, and legal. You will build hiring playbooks that consistently attract top-tier talent across the region, design performance and compensation frameworks that scale, and shape the rituals that make HAQQ a place where high-agency people thrive. This role is based at HAQQ HQ in Beirut, Lebanon. We operate a hybrid work model.

In This Role You Will

  • Own end-to-end talent acquisition: sourcing, interviewing, closing, and onboarding across all functions.
  • Design and run performance management, feedback, and compensation review cycles.
  • Build the compensation philosophy, leveling framework, and equity strategy as we scale.
  • Shape company culture, rituals, and internal communications across offices and time zones.
  • Lead organizational design and workforce planning in partnership with the founders.
  • Own HR operations: contracts, policies, payroll coordination, and compliance across jurisdictions.
  • Build learning and development programs that grow people faster than the company grows.
  • Act as a trusted advisor to leadership on people decisions, conflicts, and team health.

You Might Thrive If You

  • Have 7+ years in People/HR roles, with at least 3 years leading the function at a high-growth startup.
  • Have scaled a team from 20 to 100+ and know what breaks at each stage.
  • Are operationally rigorous: you build systems, not just policies.
  • Have strong recruiting instincts and can personally close senior hires.
  • Understand compensation, equity, and leveling at venture-backed startups.
  • Have experience operating across MENA, Europe, or multi-jurisdictional teams.
  • Communicate with clarity and care, and can hold hard conversations with empathy.
  • Are mission-driven and excited to build culture at a company that takes craft seriously.
